Kasaija releasing PDM funds Tuesday, 18th November 2025 in Kampala
HABARI DAILY I Kampala, Uganda I Government has released Shs 529 billion for the capitalisation of Parish Development Model (PDM), SACCOS, a big step in Uganda’s wealth creation efforts.
The PDM was launched in February 2022, to move 3.5 million households in Uganda from the subsistence to the money economy, with focus on the commercialisation of the agricultural value chain in the country.
Speaking to reporters earlier on today, Matia Kasaija, the minister of finance, planning and economic Development, said that the release was part of the total funding for the Financial Year (FY) 2025/26.
“Shs 1.5 trillion was budgeted for FY 2025/2026 to reach more eligible households with each of the 10,594 parishes receiving Shs 100 million in total for the year,” he said at the ministry of Finance head office in Kampala.
He added that Government has so far transferred sh3.261 trillion directly to 10,589 parishes, since the inception of the project almost three years ago.
“This is the first time in Uganda’s history that such capital has reached the ordinary citizen without passing through intermediaries,” he said.
He noted that every single parish has now received at least sh300m, and that 99% of these funds have already been disbursed to 3.27 million Ugandans who are the real producers, farmers, youth, women, PWDs, and hustlers working hard every day.
“The beneficiaries have invested wisely, with sh385b having been invested in coffee, sh1.1 trillion in Food and other Cash Crops, sh1.1 trillion in livestock mainly piggery, sh366b in poultry, among other enterprises,” he said.
He announced that starting tomorrow, all 10,589 verified PDM SACCOs will receive sh50m each directly onto their PDM SACCO accounts.
“As part of the government strategy to deepen financial inclusion and ease access to financial services, I urge the Government banks, led by Pearl Bank (formerly Postbank), to accelerate the roll-out of Wendi agents across the country so that no parish is left behind.”
Kasaija added that this financial year, 2025/26, the NRM Government has allocated sh1.097 trillion in new capital and facilitation to keep PDM growing.
This, he said, include sh1.1 trillion for the Parish Revolving Fund, sh5.3b for SACCO administration, sh4.2b for loan withdrawal charges, sh4.7b in support of people with disabilities (PWDs), sh10.6b for Parish Development Committees, and sh12.7b in duty facilitation for Parish Chiefs and Town Agents.
He hailed the NRM government’s track record of talking less and working more. “Fellow countrymen, this is not politics. This is delivery.”
