
Lady Justice Aisha Naluzze Batala
HABARI DAILY I Kampala, Uganda I President Yoweri Museveni has confirmed the appointment of Lady Justice Aisha Naluzze Batala as the new Inspector General of Government, Habari Daily has learnt.
She replaced Beti Kamya as IGG, following the expiry of her four-year term last week.
The IGG office had fallen vacant last week after Beti Kamya, together with her deputies Dr. Patricia Okiria and Anne Muhairwe, stepped aside following the expiry of their contracts expired.
This had left the watchdog institution headless at a time when a sizable number of public officers are out coversing for votes and will occupy and will move into their offices early next year after elections.
This had left the fight against graft, which was pioneered by President Museveni in disarray.
The news was confirmed by Farouk Kirunda, the deputy presidential press secretary, who went on to say that the appointment takes immediate effect.
He said that the fight against corruption in public institutions receives a boost following the new appointment.
Kirunda also confirmed that Patricia Achan Okiria and Anne Twinomugisha who used to deputise Kamya have retained their positions.
Ms Kamya, a former minister and strong critic of President Museveni’s government, was appointed IGG on July 15, 2021, replacing Irene Mulyagonja, who had left the position to join the Constitutional Court.
During her tenure, Kamya focused on strengthening enforcement of the Leadership Code and enhancing citizen participation in anti-corruption efforts through initiatives such as the “Expose the Corrupt” campaign.
What to expect
Many people expect the new IGG to take a hard-nosed approach to fighting graft, which will infuse new energy in government’s fight against corruption. This stance would inject teeth into the Inspectorate during this material time of political fragility.
Who is Justice Naluzze?
She has a strong personality , although those who know her say that she is of reserved nature, but independent in her positions.
She is expected to bring a judicial perspective to the Inspectorate’s oversight and accountability functions.
Next step for Kamya?
Beti Kamya has reinvented herself many times over to be written off yet. From a strong critic of President Muuseveni she had metamorphosed into a strong member of the current administration.
Many a political pundits are of the view that her political journey is far from over. Having served as minister, MP, party leader, and IGG, she may as well resurface in Museveni’s next cabinet. On the other hand, she might be given an ambassadorial job or become a presidential adviser of sorts.
