Moses Sabiiti, the new Presidential Advisor on Exports
HABARI DAILY I Kampala, Uganda I President Yoweri Museveni has appointed Moses Sabiiti, the Vice Chairman of the Presidential Advisory Committee on Exports and Industrial Development (PACEID), as Senior Presidential Advisor on Exports and Industrial Development, in recognition of his vast experience and proven competence in trade facilitation, infrastructure development, and private sector growth.
Sabiiti, who has been serving as Vice Chairman of PACEID brings decades of hands-on expertise in strengthening Uganda’s export sector, improving cross-border trade, and driving industrial competitiveness. He was appointed alongside Richard Byarugaba, the former Managing Director of the National Social Security Fund (NSSF).
PACEID’s core mandate is to expand markets for Ugandan products while proposing practical solutions to challenges facing exporters and industrial players. In his role as Vice Chairman, Sabiiti has been instrumental in shaping strategic interventions aimed at boosting export volumes, reducing trade bottlenecks, and enhancing the country’s global competitiveness.
Before joining PACEID, Sabiiti concluded a distinguished 12-year tenure as Country Director of Trademark Africa (TMA), where he oversaw the implementation of transformative trade facilitation projects that significantly increased Uganda’s cross-border trade.
Under his leadership, TMA delivered major infrastructure projects, including the construction of One Stop Border Posts (OSBPs) at Malaba, Elegu/Nimule, Mutukula, and Kagitumba/Mirama Hills. These projects drastically reduced clearance times, lowered the cost of doing business, and enhanced the efficiency of border operations. He also spearheaded the construction of the 37-kilometre Ntungamo–Mirama Hills road, improving connectivity to Rwanda and easing cargo movement.
He also supervised the upgrading and automation of trade portals for institutions such as the Ministry of Agriculture, Animal Industry and Fisheries, the Uganda Coffee Development Authority, the Uganda Free Zones Authority, and the Ministry of Foreign Affairs under the National Electronic Single Window Project, improving efficiency, transparency, and ease of doing business.
Prior to TMA, Sabiiti worked at the Uganda Revenue Authority (URA) as a senior manager in charge of customs. There, he initiated business process and systems engineering reforms that enhanced trade facilitation, strengthened border operations, and improved cargo handling efficiency at airports and border posts.
Sabiiti is also an accomplished agribusiness entrepreneur, engaged in farming and export of Hass avocado, green chilies, and coffee, alongside livestock farming. His practical experience in production and export gives him a unique understanding of the challenges faced by Ugandan exporters.
Welcoming his appointment, Sabiiti expressed gratitude to President Museveni for the trust placed in him. “I thank H.E the President for the opportunity to serve my country as Senior Presidential Advisor on Exports and Industrial Development. It is a great honour and responsibility,” he said.
He also credited PACEID Chairman Odrek Rwabogo for exemplary leadership, saying: “I thank Chairman Rwabogo for his great stewardship of the exports sector. He is exceptional at identifying trade opportunities and mobilising technical talent to drive results.”
With his extensive background in policy, infrastructure, and private sector engagement, Sabiiti’s appointment is expected to further strengthen Uganda’s export-led growth and industrial transformation agenda.
