Hajjat Sharifah Buzeki as the new KCCA Executive Director
HABARI DAILY I Kampala, Uganda I To be at the helm of the Kampala Capital City Authority (KCCA) is one of the hardest jobs in the land. Kabuye Kyofatogabye, the Kampala Capital City and Metropolitan Affairs State minister has warned the new city leadership at City Hall, to be hard working and vigilant.
“These offices are not beds of roses, since challenges are substantial,” he said in a phone interview.
This followed President Yoweri Museveni’s appointment of Hajjat Sharifah Buzeki as the new KCCA Executive Director.
He also appointed Benon Kigenyi as the new KCCA Deputy Executive Director.
The duo comes in to replace Dorothy Kisaka and her deputy David Luyimbazi who were shown the exit by President Museveni over negligence related to the collapse of Kiteezi landfill that caused the death of more than 30 people in August 2024.
Buzeki who has been the Commissioner of Human Resource Management at the Ministry of Public Service, becomes the third woman to successfully hold the office substantively, following the first Executive Director, Jennifer Musisi, and her immediate predecessor, Dorothy Kisaka.
Eng Andrew Kitaka and Frank Rusa – have been occupying the two offices in acting capacity.

Faruk Kirunda, the Deputy Presidential Press Secretary confirmed the development on Thursday, saying the duo’s names have been forwarded to Public Service for formalisation.
“When the process is completed, the Head Public Service/Secretary to Cabinet will formally confirm the appointments,” he said in a post on X.
Kyofatogabye urged the new appointees to work extremely hard, since they have multiple stakeholders to please.
He pinpointed some of the challenges facing the KCCA administrators as overflowing garbage, poor drainage channels, corruption in markets, poor physical planning, potholes, among others.
Buzeki holds a Master’s Degree in Public Administration and Management, a Post-Graduate Diploma in Human Management and a Bachelor’s Degree in Social Sciences all obtained from Islamic University in Uganda (IUIU).
Kigenyi, on the other hand, has been the undersecretary at the East African Affairs ministry. He formerly served as the undersecretary, Ministry of Public Service.
