
HABARI DAILY I Kampala, Uganda I Just over a year before Uganda starts producing its own oil ad gas, many officials have joined the sector to offer technical guidance.
The latest entrant is Steven Enach, who has been ushered in as Director Midstream. The appointment, made by The Petroleum Authority of Uganda (PAU), follows a distinguished career in Uganda’s petroleum sector.
“He has exhibited a lot of technical expertise and strategic leadership in midstream operations, prompting us to bring him onboard,” reads part of a statement by PAU.
It further says that Enach is a Petroleum Scientist and Business Executive with over 15 years of experience in Uganda’s oil and gas industry.
“He holds a Bachelor of Science Technology (Chemistry) degree from Kyambogo University and a Master of Science in Refinery Design and Operations from the University of Manchester, United Kingdom,” further reads the statement, signed by Gloria Sebikari, the PAU Manager, Corporate Affairs.
She added that since joining public service in 2009, Enach has served in various capacities, including as Petroleum Geochemist and later as Head of the Chemical and Process Section at the Ministry of Energy and Mineral Development (MEMD), where he played a key role in advancing the Uganda Oil Refinery project.
“He joined the Authority in 2018 as Manager Refining and Gas Processing, where he has been instrumental in regulating midstream activities, including the development of gas utilisation projects and the Uganda Refinery.”
Sebikari further said that Enach was a core member of the Government of Uganda team that successfully negotiated the implementation agreement signed in March 2025 with Alpha MBM Investments of the UAE for the development of the refinery.
“His appointment affirms the Authority’s commitment to effective regulation and the development of Uganda’s oil and gas infrastructure, creating lasting value for the country.”
