HABARI DAILY I Kampala, Uganda I The Parish Development Model (PDM), an initiative launched 2 years ago to help Ugandans in the subsistence economy increase their household incomes and join the money economy, is doing exceptionally well.
This has prompted the Government to consider raising money allocated per parish to sh200m from the current sh100m, according to Hon Haruna Kyeyune Kasolo, the Minister of Finance in charge of microfinance.
“We have consulted widely and beneficiaries around the country have requested that the allocation per parish be raised to sh200m, up from the current sh100m,” he said while addressing a gathering in Buyinji Village, Nkenge Parish, in Kasali Town Council.
He added that some parishes are too big, while the developmental needs of each parish differ.
Hon Kasolo said they want people to enjoy inclusive development by availing them with ample finances.
Records from the ministry of finance shows that the PDM was allocated sh1.059 trillion in the 2024/2025 budget, with each parish receiving sh100m per year.

“At the beginning of the current financial year, the Government funded up to 10,594 savings and credit co-operatives (SACCOs) to Implement the PDM,” reads part of the report, adding that each SACCO received shs100m to support its functioning and participation in the money economy.
The minister, who is in possession of 200 acres of coffee in Kyotera, offered to train local farmers in modern ways of coffee planting, harvesting and processing.
“Government will soon start giving out coronal coffee seedlings for the benefit of all farmers countrywide. It will also strive to ensure that the standards are upheld and procure all the required markets to take up all the produce.”
He further noted, attributing all the instability in the market to politicking, especially by members of the opposition.
2026 Parliamentary Plans
Kasolo has declared that he will contest for the Kyotera County parliamentary seat in 2026 which he lost in the last election. This seat is currently occupied by DP’s Mpalanyi Lukwago, who won it by 28,230 votes, against the former’s 20,432.
Patrick Kintu Kisekulo, Chairman LCV, Kyotera district, who is supportive of Hon Kasolo’s candidature, called for development instead of politicking.
“We should side with people who are developmental and ensure that they are elected, so that they bring development into this area.”
