HABARI DAILY I Kampala, Uganda I President Yoweri Museveni has appointed Haruna Kyeyune Kasolo as Uganda’s Acting Minister of Foreign Affairs, a move aimed at ensuring continuity and stability in the country’s diplomatic affairs during the absence of a substantive minister.
The appointment was officially communicated through a letter dated June 22, 2026, in which President Museveni invoked the powers granted to him under Article 99(1) of the Constitution of Uganda. The announcement was subsequently made public by the Presidential Press Unit (PPU).
“In exercise of the powers vested in the President by Article 99 (1) of the Constitution, I hereby appoint you as Acting Minister of Foreign Affairs in the absence of a substantive Minister,” President Museveni wrote in the letter addressed to Hon. Kasolo.
The decision reflects the President’s commitment to maintaining effective leadership within one of the country’s most critical ministries. The Ministry of Foreign Affairs plays a central role in managing Uganda’s international relations, diplomatic engagements, regional cooperation initiatives, and representation in global forums. Any leadership vacuum within the ministry could potentially affect the smooth execution of these responsibilities.
Kasolo’s appointment appears to be a strategic choice given his current role as Minister of State for Foreign Affairs in charge of Regional Cooperation. Having already been actively involved in Uganda’s foreign policy agenda and regional diplomatic engagements, he is well-positioned to oversee the ministry’s operations during the interim period.
As Minister of State for Foreign Affairs (Regional Cooperation), Kasolo has been directly involved in fostering Uganda’s relations with neighboring countries and regional bodies. His experience in handling regional integration matters, cross-border cooperation initiatives, and diplomatic negotiations provides him with the institutional knowledge required to steer the ministry effectively.
Political observers note that appointing a serving state minister from within the same ministry ensures continuity and minimizes disruptions. Unlike bringing in an outsider, Kasolo is already familiar with the ministry’s priorities, ongoing projects, and diplomatic commitments. This allows him to seamlessly assume the additional responsibilities associated with the acting position.
The appointment also underscores President Museveni’s confidence in Kasolo’s leadership abilities and understanding of Uganda’s foreign policy objectives. Over the years, Kasolo has built experience in government service and has been part of efforts aimed at strengthening Uganda’s role within regional organizations and international partnerships.
While the President’s letter did not specify the duration of the acting appointment, such arrangements are commonly used to ensure uninterrupted government operations until a substantive minister is available or a permanent appointment is made. In this capacity, Kasolo will be expected to oversee the ministry’s day-to-day functions, coordinate diplomatic engagements, and represent Uganda’s interests in both regional and international affairs.
The Presidential Press Unit emphasized that the appointment was made in accordance with constitutional provisions, highlighting the President’s authority to make such decisions in the interest of efficient governance.
