Mao announces his intention to run for Speakership
HABARI DAILY I Kampala, Uganda I Justice and Constitutional Affairs Minister Norbert Mao has openly acknowledged the influence and benefits attached to the office of Speaker as he formally declared his bid for the top parliamentary seat.
Speaking to the press today, Mao did not shy away from the realities that come with the position. While emphasizing service and institutional leadership, he admitted that the role of Speaker carries substantial power and visibility.
“The Speaker and Deputy Speaker enjoy substantial support. I would be dishonest not to consider that,” Mao said, signaling that he understands both the political weight and advantages that come with the office.
Mao described the Speakership as a position that represents institutional authority, not personal power. “I think the MPs want a Speaker who will represent institutional power as opposed to individual power,” he noted. “They want a Speaker who will respect them and one who is capable of raising the bar.”
Although critics have questioned his chances based on parliamentary numbers, Mao suggested that leadership contests are not always decided purely on arithmetic. “Those talking about numbers don’t know that there comes a time when it’s not about numbers,” he said.
At the same time, Mao made it clear that his ambition should not be mistaken for entitlement. “Contrary to what people think, I don’t have a sense of entitlement. In politics, we look at interests,” he explained, adding that different political actors naturally pursue what benefits them and their parties.
He also stressed that his cooperation with the National Resistance Movement (NRM) should not be interpreted as weakness. “I’m a serious partner of the NRM and I don’t expect my partners to dismiss me,” Mao said.
