HABARI DAILY I Kampala, Uganda I President Yoweri Museveni has officially signed nine bills into law. In a message on his X channel, formerly Twitter, he pointed out that these legislative measures aim to enhance the country’s revenue by increasing fund collection and protecting stakeholders in various industries from exploitation.
Among the bills the President has endorsed are The Hides and Skins (Export Duty), The Appropriation Act, 2025, and The Supplementary Act, 2025, among others.
“Today, I have signed the following bills into law,” he wrote:
1. THE VALUE ADDED TAX (AMENDMENT) ACT, 2025.
2. THE STAMP DUTY (AMENDMENT) ACT, 2025.
3. THE EXCISE DUTY (AMENDMENT) (No.2) ACT, 2025.
4. THE TAX PROCEDURES CODE (AMENDMENT) ACT, 2025.
5. THE SUPPLEMENTARY APPROPRIATION ACT, 2025.
6. THE HIDES AND SKINS (EXPORT DUTY).
7. (AMENDMENT) ACT, 2025.
8. THE EXTERNAL TRADE (AMENDMENT) ACT, 2025.
9. THE APPROPRIATION ACT, 2025.
The newly enacted laws are anticipated to bolster the efforts of the Uganda Revenue Authority (URA) in expanding the tax base. Additionally, they are expected to promote tax compliance and provide essential resources needed for government projects, including those related to infrastructure, healthcare, and education.
While the President did not elaborate on these laws, financial analysts suggest that they will involve changes to tax rates, compliance protocols, and specific levies pertinent to imports, exports, and excise products.
Fiscal experts intimated that the timing of these approvals is advantageous, as they coincide with the beginning of the 2025/26 financial year, which kicked off today, July 1. The government has been under increasing pressure to enhance domestic financing in light of rising public debt and spending commitments.
