HABARI DAILY I Kampala, Uganda I Police have arrested a 39-year-old boda boda rider after a disturbing video went viral on social media, allegedly showing him defiling an eight-year-old girl in broad daylight.
The suspect, Moses Ssebagala, a resident of Mabombwe village in Mabombwe parish, Mende sub-county, Wakiso district, was picked up on Thursday, April 16, 2026 – the same day the incident occurred.
According to police, the young victim was playing outside with her sister when Ssebagala approached them. He handed the children his phone so they could watch cartoons, then allegedly placed the eight-year-old on his lap and defiled her.
A witness captured the shocking act on video, and the footage quickly spread across social media platforms, sparking public outrage and prompting immediate police action.
Kampala Metropolitan Police spokesperson Racheal Kawala confirmed the arrest.
“We strongly condemn all forms of child abuse,” she said.
“We urge parents and guardians to remain vigilant and closely supervise their children at all times.
”Police described the case as aggravated defilement, a serious offence under Ugandan law. Ssebagala is currently detained at a Wakiso police station.
He is expected to be produced in court soon as investigations continue.This incident has left residents of Mabombwe village in shock.
Many parents expressed fear over the safety of their children, especially with boda boda riders often moving freely in residential areas.Authorities are appealing to anyone with additional information about the case to come forward.
They also warned against sharing the graphic video, saying it could traumatise the victim and interfere with ongoing investigations.
Police reiterated their commitment to protecting children. “We remain committed to thoroughly investigating such acts and ensuring justice for victims,” Kawala added.
Child rights activists have called for stiffer penalties in defilement cases and better community awareness on protecting minors from sexual predators.
As investigations proceed, the victim is receiving necessary medical and counselling support. Her identity has been withheld to protect her privacy.
